Safety & Risk Management

The District Risk Manager is responsible for the safety and health of students and staff, and safety program management to include: accident prevention, loss control, risk identification, and safety training of district employees. Performs safety and health inspections on district facilities, equipment, grounds, playgrounds, vehicles, and employee work practices. Ensures district compliance with state and federal safety, health and environmental regulations and law. Responds to emergency situations anywhere and at any time within the district and to requests and inquires from district employees and the general public regarding safety and accident prevention within the district. Analyzes accident reports to determine trends and deals with liability and property insurance issues. The Risk Manager also works closely with site administrators to ensure all students, staff, parents and community have a safe environment at all district sites.

Thomas Foster-De Oro joined the Cartwright Administrative Team in July 2017. He recently retired from the United States Navy with over 20 years of Honorable and Distinguished service. The majority of his Navy career was spent in the Submarine Force at locations like Pearl Harbor, Hawaii; San Diego, California; Portsmouth, New Hampshire; and New London, Connecticut. His most recent Naval assignments were in managing the New London Submarine Base Operational Safety and Security, which more than prepared him for the challenges of his new position as the District Manager.
